Our client, an industry-funded regulator responsible for administering the province's securities and derivatives laws is looking for a Senior Regulatory Analyst in Alberta.  This position will work out of the office located in Calgary, Alberta.
The ideal candidate is responsible for leading complex reviews and other oversight activities, and for providing senior-level reviews on other files, to ensure registrant’s compliance with securities legislation; as well as mentoring less experienced team members, providing advice on complex files and issues, and representing the team in various committees and projects.

What You'll Do: 
  • Analyzing, researching, interpreting and clearly demonstrating how regulatory obligations apply to the business operations, and in many cases novel or complex activities of registrants as reflected in the documentation and information examined. 
  • Preparing and presenting clearly written and detailed reports that outline and explain compliance issues applicable to the business operations of market participants and which recommend courses of action for the commission with respect to issues arising from compliance reviews, including, where appropriate, regulatory action recommendations. 
  • Managing professional relationships with senior management of regulated entities. Communicating with registered firms and individuals to assist them in understanding their compliance with regulatory obligations and best practices. Maintaining books and records for reviews which include documentation gathered, recording all communications and interactions with the firm and individuals and then summarizing the analysis performed and conclusions made. 
  • Overseeing and evaluating the implementation of registered firm action plans, including plans existing under regulatory action, to ensure that firms rectify compliance deficiencies in an adequate and timely manner. 
  • Taking initiative to understand how regulatory requirements apply to registered firms’ business operations, including the use of creative thinking and applying innovative ideas to interpreting regulations. 
  • Conducting senior-level quality and consistency reviews of analysis, review findings, compliance reports, and other documents prepared by other Junior, Associate, and Regulatory Analysts. 
  • Leading by example and mentor less experienced Registrant Oversight Analysts during compliance reviews by being a subject matter expert, providing functional advice and technical guidance, and sharing analysis conclusions and best practices. 
  • Training and mentoring new Analysts in regard to how to properly perform compliance review procedures, tasks, and analysis. 
  • Presenting findings from audits and projects to commission’s leadership and committees.
  • Providing administrative and leadership support to the Team Lead and management in relation to projects in support of divisional, operational, and strategic initiatives. 
  • Participating in various short and long-term tasks and projects in support of divisional, operational and strategic initiatives. 
  • Researching, preparing and presenting internal memos covering various issues related to Registrant Oversight’s activities and mandate. 
  • Working effectively in collaboration with other departments in respect to various projects and requests to ensure that Registrant Oversight and commission’s objectives are met. 
  • Interfacing with industry and the public as part of the commission’s education and outreach initiatives. 
  • Representing the commission at conferences and seminars to remain current with regulatory trends and to maintain communication and rapport with external stakeholders. 
  • Researching and preparing content to be delivered in educational presentations. 
  • Participating in registrant education and outreach sessions by presenting content and addressing follow up questions related to the material presented. 
  • Researching, preparing and presenting internal memos covering various complex issues related to Registrant Oversight’s activities and mandate 
  • Researching, drafting and providing input into staff notices, guidance, and other communications to registered firms, this task requires canvassing feedback from the industry and the Registrant Oversight team and management; as well as researching, analyzing, and making recommendations that consider positions and the potential impact of guidance on Alberta-based registrants. 
  • Interacting and liaising with CSA counterparts to discuss common issues and solutions, while advocating and presenting the commission’s position. 
  • Providing advice and input to colleagues in other divisions as a recognized subject matter expert in Registrant Oversight matters. 
  • Participating in and leading various CSA committees and policy initiatives, which typically requires supporting the commission’s Legal Counsel staff by providing operational feedback and recommendations. 
  • Summarizing research, analysis, and conclusions with respect to various CSA initiatives and presenting this information to the Manager; Director, Market Regulation and Executive Management when required. 
What We're Looking For: 
  • university degree in a business discipline or equivalent. 
  • A financial designation (CPA or CFA) is required. 
  • 10+ years of work experience in a relevant field 
  • Strong communication (verbal and written), critical thinking and analytical skills. 
  • The ability to lead and mentor more junior colleagues. 
  • Excellent decision-making skills. 
  • A proven history of meeting tight deadlines and driving results. 
  • The demonstrated ability to multi-task, balance a high workload, and plan for high volumes and competing deadlines. 
  • Superior knowledge of securities regulations and risk identification and management including inherent business risks, identifying red flags. 
  • A working knowledge of Canadian industry trends and practices. 
  • Awareness of international industry trends and practices.
