Payroll & Benefits Officer (Kingston, On)

Salary $70k-80K + Benefits ( pension plan, a generous vacation / time-off allowance and a robust benefits package.)

The Role
Reporting to the General Manager and Controller, the Payroll & Benefits Officer
is responsible for providing accurate payroll support for all aspects of the payroll-related employment relationship of employees. The Payroll & Benefits Officer responds to payroll enquiries from diverse stakeholders including Human Resources, employees, managers, and various external agencies in a timely and accurate manner. This role works closely with the HR department during the year to ensure processes and documentation between the two departments are optimized. The incumbent is accountable for following up on payroll-related issues through to resolution to complete the payroll cycle and meet deadlines. The company provides a health and dental benefit package to its members and the Payroll & Benefits Officer works with a benefits broker in the administration of the plans.
 
Duties and Responsibilities
 
Payroll
• Accurately processes bi-weekly payroll, ensuring compliance with various government regulations and company policies
• Ensures accuracy and integrity of payroll information within payroll and accounting systems
• Monitors and flags to the Controller and Senior Managers any areas of potential payroll controls and/or compliance issues and/or risks through the use of key reports pulled from Dayforce
• Tracks payroll changes and adjustments and maintains supporting documentation
• Processes terminations and leaves of absence, prepares Records of Employment (ROE) accurately and within legislated deadlines
• Processes annual staff turnover employee profile changes: pay policy, work assignments, new hires/rehires, terminations and ROE’s
• Investigates and resolves payroll related enquiries from employees, managers and other stakeholders within the company.
• Calculates and reports monthly WSIB remittances
• Completes WSIB Form 7 as required
• Prepares T4’s and performs year-end reconciliations for Canada Revenue Agency, Employer Health Tax, and WSIB in accordance to legislated deadlines
• Initiates bank trace when pay deposits are missed
• Supports the Personnel Committee of the Board of Directors by maintaining and updating the annual salary/wage grid spreadsheet
• Administration of the Dayforce scheduling and timekeeping system
• Conducts data audit reviews on payroll software and processes, makes changes to ensure maximum accuracy and efficiency
• Creates new jobs, departments, earnings & deductions codes, zones, workflow and user roles as required
• Prepares and updates Dayforce training guides for managers and employees
 
Accounting
• Reconciles monthly SLC bookings with Moneris transactions and completes journal entries
• Supports the annual audit process; completes salaries analysis, wages analysis, and maintains accurate payroll records to support anomalies
• Provide pay-related advice that contributes directly to the success of the organization
• Supports annual budget updating salary and wage budget sheet client Health and Dental Benefits
• Manages the relationship between the company and our benefits broker, who is responsible for communication and support to our members with respect to benefits
• Assesses problems and escalates to General Manager as needed
 
Qualifications:
• Post-secondary program (min. 2 years), with courses in accounting and payroll
• 1-3 years of experience in payroll administration. Consideration given to an equivalent combination of education and experience
• Enrolment in, or completion of, the PCP - Payroll Compliance Professional Certification.
• Excellent working knowledge of government regulations pertaining to payroll including CRA (CPP, EI, and tax), WSIB, and EHT
• Experience working with Ceridian Dayforce payroll software an asset
• Intermediate knowledge of spreadsheet software, word processing, database, data retrieval and financial systems
• Knowledge and understanding of accounting concepts and principles, payroll legislative policies, Employment Standards Act and their impact on payroll processing
• Demonstrated ability to determine compliance related to various legislative requirements (such as Employment Standards Act) with associated audits and appropriate documentation
• Strong analytical skills and attention to detail
• Excellent interpersonal, organizational, and time-management skills, with the ability to make sound judgements, analyzing options and evaluating consequences to deliver timely decisions
• Ability to work under the pressure of inflexible deadlines, prioritizing workload to meet multiple deadlines and providing timely responses to clients
• Capable of dealing with confidential information on a regular basis and with discretion
• Strong verbal and written communication skills and the ability to adjust communication style for the audience
• Ability to interact with a diverse range of people at all levels of the company and build effective work relationships in an annually changing environment
• Judgement in handling sensitive situations and knowing when to escalate issues for resolution
 
Compensation:
This full-time, salaried position offers a competitive salary, pension plan, a generous vacation / time-off allowance and a robust benefits package. The company also offers the flexibility of a hybrid work arrangement, with time in office required three days a week and the opportunity to work from home two days a week.
